Welcome Address by the President
 At the beginning of the meeting Mr. Mohsen Mehralizadeh, IZSF President, welcomed participants:
First of all I would like to express my warmest greetings to all of the IZSF Nation Members. The final report the details the work of the International Zurkhaneh Sports Federation during the last 6 years. It is a testament to the efforts made by IZSF Members in their endeavors to bring festival to all corners of the globe, and a demonstration of the support given by the staff at the IZSF administrations. I would like to give each and every person my heartfelt thanks for the role each one has played in this IZSF journey.   
Without question, our efforts have produced for us all to be proud. The results can be measured by the ever-growing level of interest in, and esteem for, the IZSF Festival among athletes, the media and the general spectators. The success of the 3 times Asian Championship has made a significant positive contribution to the image of the Zurkhaneh Sports. The success could only be achieved through the excellent collaboration of all members of the IZSF family, particularly IZSF organizing committee, IZSF Executive Board Members, Physical Education of I.R Iran as well as our broadcaster partners. I thank them for their commitment.
The Zurkhaneh Sports and the IZSF are not, however, living in a world of splendid isolation. They are living in a world that has changed over the last four years. Global events and issues – both human and man-made, have affected all of us. The sports movement has shown its solidarity with the victims of the many tragedies faced in the past years, expressing its social responsibility through specific action.
As a consequence of all the major changes the world has seen, it can be argued that the universality and the responsibility of our movement have more relevance today than ever. With the reintegration of nation members we have reached a 3 times Asian and European Championship, 1 times junior, 2 times world cup, world championship and many international championships. Now IZSF is ready to enter in 10th All African Games, Maputo, Mozambique, September 2011.
The world has changed significantly and has become more demanding for the respect of ethical standards and good governance .The IZSF can, and must, play a real role in this regard. The promotion of our fundamental principles and IZSF values is more important than ever. The works of the IZSF Commissions and Directors have worked extremely hard to achieve these goals and I would like to express my gratitude to them. In addition, the IZSF can be proud of its associations with a number of organizations in the field of development and humanitarian assistance, including Pan American, African and European countries. Through sports, the IZSF can and does play its role in society and with the help of these accords. A reflective look back at the past four years is the aim of this report, but I believe we would be wise also to look forward to the future. We must continue to work hard to protect the credibility of sport, and the position of the Zurkhaneh Sports. I know I can count on the members of the IZSF and all those who support us in the wider Olympic Movement to defend our values and maintain the reputation of our organization.

Our Vision of Success
1.    We work to the highest ethical standards. We do what we say we are going to do, in the way we say we are going to do it.
2.    Zurkhaneh athletes and supporters deserve the best. It is our duty to set the highest standards.
3.    We take responsibility for leading and protecting the event. We provide outstanding service to our stakeholders. If others are harming the event we take necessary action.
4.    We care for Zurkhaneh Sports. Everything we do and every decision we make is motivated by a desire to serve the event better.
5.    We are an international organisation with a global focus and act at all times without prejudice, fear or favour.
6.    We are fair, just and utterly impartial.
7.    Like an International team we all have different skills and strengths. By working together with unity of purpose we maximise the effectiveness of our assets.


Secretary General Report
The IZSF Secretary General, Mr. Seyed Amir Hosseini, welcomed participants and gave his report as follow:
I like to take this opportunity to welcome all of you in this meeting in Dhaka that makes the 4th IZSF General Assembly. I like to express my special welcome and congratulations to new members who came into IZSF Family.
As you are aware The IZSF shares the common objective of health promotion through sport and physical exercise on the physical, mental and social well-being of all individuals. IZSF is committed to fostering physical exercise and sport as an integral part of a lifestyle conducive to the protection and promotion of health and the prevention of disease and disability. Both organizations are also aware of the need for appropriate education and information programmes to avoid any possible negative effects as the result of sport and physical exercise.
Zurkhaneh Sports management varies greatly around the world, and while we have compiled practices that have proven successful at Game times, we appreciate that preparing their teams. Under no circumstances should these guidelines be considered Zurkhaneh rules and regulations. International Zurkhaneh Sport Federations development work concentrates on bringing more professionalism to the structures of its member associations, as this is the only way to strengthen associations and Zurkhaneh Sport in each and every country.
Development work has now been part of International Zurkhaneh Sports Federation statutory activities for more than 5 years. Our development programmes are an expression of solidarity: a perfect example of those who have more giving to those who have less. IZSF can rightly state that rock-solid foundations have been laid all around the world with these bricks. It is only the associations that draw direct benefits from the improved infrastructure  but also the confide rations.
IZSF development work also has a profound, lasting effect, as it is not only the sports and the member associations that stand to benefits from development work. Indeed, many countries are boosted from a social as well as humanitarian perspective. By proclaiming The 2nd Asian Championship ,the 22 countries has acknowledged just hoe influential a role Zurkhaneh and other sports can play in a country’s social, cultural and economic development.

Now that they are being equipped with a functional infrastructure, the associations can, in future, devote more time to such aspects as developing Zurkhaneh Sports
Without a doubt, the most significant event in our past year is the educational and training courses in Asian, African and European Countries that made such teams ready for us to participate in the IZSF Events. Here I like to draw your attention to the brief summary on IZSF Main Activities in 2010 - 2011 and especially complete report of Educational and Training Activities.
IZSF is doing his best to enter Zurkhaneh Sports in African Games.
We attend in Sport Accord once during these 2 years and we are trying to reach the IOC standards.
The Asian Zurkhaneh Sports Confederation office was established and inaugurated in Kathmandu- Nepal, on May 2011, and started his work.
The European Zurkhaneh Sports Confederation Office would be establishing in Belarus in near future.
We had the regular Bureau meeting for predicting, programming and approving the IZSF events.
We made our best to have the various media to secure maximum publicity trough various media.
We did our best to take some financial support from Iranian Governments. With full support of I.R. Iran Parliaments and Governments, we could take budget for IZSF.
Zurkhaneh Sports policies developed by the IZSF respectively can only be effective if they are implemented at international, national and community levels. They also require the creation of a supporting environment including facilities easily accessible to all individuals, children, adolescents and youth, adults and the elderly of the entire world. I hope with your kind support and cooperation, we will find the authority to promote Zurkhaneh among all people in the world.

The IZSF Strategic Plan and activities was presented by Secretary General and confirmed by the GA.   

The General Assembly Appreciation Address:
Mr. Sarjit Singh, IZSF EC Member, suggested to GA for appreciating the I.R. Iran Parliament, Government, and Sport Ministry for their financial support for IZSF .All participants confirmed the matter. They also appreciated IZSF President & Secretary General for their support & plans for arranging all IZSF events which were held with the full financial support of IZSF.
The General Assembly appreciated the excellent efforts of the EC Members and announced it as a Great Successful Period.

Welcome Address by the Bangladesh Shipping Minister:
Bangladesh Amateur Wrestling Federation president and Shipping Minister Shahjahan Khan welcomed participants and appreciated IZSF for conducting this prestigious event in Bangladesh. He mentioned that this event may bring peace and friendship between participant nations in Bangladesh.  
Mr. Mohsen Mehralizadeh, the IZSF president, appreciated Bangladesh for hosting the 3rd Asian Zurkhaneh Sports Championship.

Main Proceedings
                
1.    Treasurer Report:
The IZSF Treasurer, Mr. Ahmad Donyamali presented the IZSF Budget Draft of 2011~2012, he also presented the Financial Report of 2008~2009, 2009~2010, 2010~2011, which was investigated and approved by GA.

2.    The activities of each continent was reported as follow:

Europe
Mr. Gintaus Vileiita, IZSF EC Member & European Confederation President has given the report of his activities during 2008-2011 in Europe as follow:
•    European Zurkhaneh association (EZA) along with World Zurkhaneh sport federation did a sizable work developing Zurkhaneh sport in Europe. There was constant contact, discussions and meetings between these two bodies and so in result of this - new Zurkhaneh sport national organizations were formed in Turkey, Georgia, Belarus, Latvia. In Estonia Sumo sport federation is in charge of
Zurkhaneh sport (decision made by Estonian Olympic committee). Now there is a progress of forming national Zurkhaneh federations in Finland, Poland, Russia, Slovakia and some other European countries.
•    Big influence to Zurkhaneh sport development was done by Zurkhaneh training courses which were made in Azerbaijan, Ukraine, Belarus, Lithuania and some other countries. In order to continue this work at its best it is essential to confirm regional course centres and systematically run courses. These kind of centres could be formed in Azerbaijan, Ukraine, Estonia, Germany. Activity of these centres should be coordinated by European Zurkhaneh association office which must be formed in Minsk.  There is a need to help national Zurkaneh sport federations, help must be provided by helping them to issue books and Dvd’s of rules and training methods in their own language. Also The concept of further promoting Zurkhaneh includes the development of a strategic plan for Zurkhaneh advancement till 2014, image-making of the sport (a contemporary sport with the elements of tradition and spiritual dimension), the publication of visual materials – the development of a modern and interactive website and the development of informative materials and manuals.
•    European championships 2009-2010 in Germany, 2011 in Lithuania ware held in good organizing level. Good news to Zurkhaneh fans was junior European championship(Minks, Belarus), also a part European countries properly represented European continent in world cup competition . Closest goal for Europe Zurkhaneh association is to prepare for and hold World championship which is included to TAFISA games 2012. It is necessary to hold DC committee meetings systematically. In order for all of this to continue there is a need for stable financing, which should be ensuredby trying to stir up the search for sponsors. A great role in promotion of Zurkhaneh and search for financial investments in Europe is played by the development of an effective communication strategy that would correspond with the mentality and the perception peculiarities of Europeans. The goal is to make Zurkhaneh recognizable, popular, mass and self-financing in Europe.
The IZSF President, appreciated Mr. Gintaus kind efforts and he mentioned that hopefully with the support of Mr. Gintaus and other European members, we would take stronger steps forward to develop this sport all over Europe.

Africa
         Mr. Mohammad Paraiso, President of African Confederation, briefed the audience as to arrange training courses in 7 zones of Africa for organizing the 1st African Zurkhaneh Sports Festival, within 2010 and 2011, he mentioned that it happened only with full financial support of IZSF.
After appreciating Mr. Gombya, the AFZSC Secretary General from Uganda for his efforts to introduce Zurkhaneh Sports to African Countries, IZSF welcomed new members from Africa, and Mr. Gombya presented his proposal as follow:
One of the major areas that require the IZSF’s attention include the following; Zurkhaneh is not well publicized in Africa, among African Nations that I have made a survey in show that the majority don’t know what it is and the little who do, think it is just a martial arts dance or demonstration sport. This brings a question to you, how do you intend to market and bring awareness of our sport up to the Talent Identification Level at Grass Roots?
Another sector that could bring remedy to the current level of participation would include;
1.       Talent Identification Programs
2.       Athletes’ Technical Courses
3.       Technical Coaching Courses
4.       Referee and Judges Seminars
5.       Medical, Nutrition and Doping Courses
Then there’s need to strengthen your African Development Program in departments of Technical Equipment Support, Exposure of both Athletes and Officials, including Continuity at International Participation. Please understand that we do not even have to remind you on the fact that Government involvement in development of sport is minimal, which means that we get little or no support at all in running our Federations. Your support at your convenience to our federations in any way is very greatly appreciated because in the developing world, it’s us the heads of these federations who always end up using personal funds to facilitate athletes.
It’s time you thought about a way of sustaining especially active federations from weak countries to develop and interest or captivate their counterparts who may be lagging behind.
We are grateful that Uganda was invited to participate in two event; Kisi Island and in Korea. We got Exposure but we cannot call ourselves active participants until you endeavour to bring an Eastern African Training Session in Uganda to captivate and train both athletes and officials in what exactly Zurkhaneh Sport. Uganda becomes a convenient location because of its climate (it’s on the equator), distance from North to South in terms of Air Fare Prices, hospitality and Meals including Fruits. We are not commanding but suggesting that a number of advantages be considered, including Accommodation types and prices.
Once again, I appreciate the honour you gave me when I got elected as the Secretary General of African Zurkhaneh Sport Confederation, however, it carries no meaning if my duties are not executed and especially not having African Executive meetings to discuss the progress and development of our sport.
I will appreciate your advice on our submissions and hope to meet with you soon to elaborate further on my ideas above and many more that are being thought about.

The IZSF President appreciated Mr. Paraiso and Gombya efforts for developing Zurkhaneh Sports in Africa. He mentioned that 2011 is African year. IZSF had some Training Course in Africa, and also IZSF is doing his best to hole the 1st African Zurkhaneh Sports Championship, during the All African Games in Maputo, Muzambique.

Asia
        Mr. Anwar Jekdalek, IZSF Vice President & Asian Confederation President appreciated IZSF for his full support in organizing all events in Asia & then Mr. Karna Bahadur Shahi, AZSC Secretary General gave the report of his activities as follow:

The 2nd Asian Zurkhaneh Sports Championship held in Kathmandu, Nepal in the year 2008 had impression as one of the mega events in Nepali Sports History.  International Zurkhaneh Sports Federation (IZSF), I. R. Iran has kindly accepted Nepal as the prospective nation for the promotion of Zurkhaneh Sports.
The President of Nepal Zurkhaneh Sports Association (NZSA) got nominated as the Secretary General of Asian Zurkhaneh Sports Confederation (AZSC) in the General Congress of IZSF in Bushan, South Korea during the 1st World Zurkhaneh Sports Championship of Trex Game.  Bureau Meeting held on 19th May 2010 in the Head Office of IZSF decided to establish the office of AZSC in Kathmandu Nepal.  Tentative budget was approved to set up the office. After the successful completion of 2nd World Zurkhaneh Sports Championship in Konya, Turkey, IZSF decided to release the 50% budget to set up the office.
Hence, the office is set in the heart of Kathmandu which is appropriate in terms of communications/Transportation and other facilities.  Mr. Seyed Amir Hossseini, Secretary General, IZSF and International Relation Director Mr. Samrat Singh made visit in Nepal in May 5-7, 2011 in Kathmandu and inaugurated the Head Office of AZSC.

The IZSF Secretary General appreciated Mr. Jekdalek and Karna kind efforts and mentioned that during the Asian Congress which was held on 28th July in Dhaka, hosting the 1st Asian Junior Zurkhaneh Sports Championship was given to Tajikistan. Hopefully we would take more and stronger steps forward to develop this Sport in Asia.
IZSF President appreciated the Asian Confederation efforts as well.


Oceania
 Mr. Khashayar Heidari, IZSF Representative in Oceania Confederation was absent in the congress but his proposal was presented by Mr. Seyed Amir Hosseini, IZSF Secretary General as follow:

Zurkhaneh Australia commenced building the first ever dedicated Zurkhaneh sports and fitness center in Sydney Australia on December 2010. The aim was to build the sports and fitness center in order to provide the Australian public with the facilities and location necessary to be able to participate in and in that way expand the awareness of Zurkhaneh sports.

The services offered were:
Varzesh'e Pahlavani
Pahlavani Wrestling
Boxing
Kickboxing
Weight training

There were also plans to build a sardamm in order to find a local morshed for the Pahlavani trainings. The project cost approximated $50,000 for reconstruction and equipment purchase in the rented facilities.

Unfortunately the neighbors around the area made complaints about the nature of exercises and noise generated from the sports center (drumming of morshed) and on 30/06/2011 the city council forcibly and under a penalty of $10,000 closed the center down.

This has had a severe and negative impact on my mission to expand Zurkhaneh sports in Australia and except for the financial costs it has set me back in time and effort almost a whole year.
Currently We do not have any location to operate from and I have had to cancel all regular classes that were previously held 3-4 times a week.

I am right now in search of a new venue to start the classes once again.
I am sorry that I don't have better news but this event and the problems around it has severely impacted me personally both financially and emotionally.

Pan America
        Mr. Parviz Abedi, The President of the Pan American Confederation was absent, Mr. Khashayar Sarrafi, IZSF representative in USA thanked IZSF and then gave the report of his activities as follow:

USA Zurkhaneh Scientific & Educational projects in 2010-2013
1: present educational workshop programs in history of ancient zurkhaneh and develop the zurkhaneh studies “ Lectures “ at university of Chicago at Eastern Studies Center.
2: Develop A not for profit organization “Research studies program “  in “PAHLEVANI WRESTIING” .
3: Develop A not for profit organization “Research studies program” in “history of  Ancient Zurkhaneh”.
4: present the first modern Zurkhaneh athletes symposium  “American Pahlevani sports scientific Symposium ” .
5: present and develop the “ zurkhaneh studies “ workshop in New York University at middle eastern studies center.
6 : present and develop the “zurkhaneh studies” workshop in Boston at Harvard University (middle eastern studies center) .
7: present a scientific & cultural seminar in “PAHLEVANI WRESTLING”  at “American Sports University“.
8: present the first “ PAN AMERICAN ZURKHANEH SPORTS CONFEDERATION” -
 “PAHLEVANI WRESTLING CUP “ .
9: Develop a not for profit organization ( sport federation)  :
“ AMERICAN PAHLEVANI WRESTLING FEDERATION” (APWF) .
10: Develop and present the first “ Zurkhaneh Strength-Conditioning “ coach program with conjunction the  “united states sports academy “ .
11 : Develop and manufacturing the “Pahlevani Strength Board”  with DVD in USA.
12: develop the “zurkhaneh studies” program and “lectures” program at Beijing sports university and Shanghai sports University (2010-2011).

The IZSF President appreciated Mr. Khashayar Sarrafi kind efforts.
3.    IZSF 2011 and 2012 Calendar:
The IZSF 2011 and 2012 Calendar was presented by the IZSF Secretary General. He mentioned that hopefully we would have Continental Championship and World Cup once a year and Zurkhaneh Sports World Championship once per four years. It was studied and in order to program the events much better, GA decided that the Candidates for hosting the future IZSF events should give their proposal to IZSF as soon as possible.
4.    Affiliations of Countries as New Members:
Affiliations of following Countries as new members were studied and approved:
Turkey, Georgia, Estonia, Latvia, Poland, Russia, Finland, Slovakia, Kenya, Zimbabwe, Tanzania
It was mentioned that all documents of new members should be sent to IZSF Secretariat as soon as possible.
5.    The Comments on IZSF Statues:
The comments on IZSF Statues which was suggested by IZSF Executive Committee were studied and approved as follow:

ARTICLE 3 - HEADQUARTERS, OFFICIAL LANGUAGE AND EMBLEM
The IZSF, whose duration is unlimited, shall have its administrative Headquarter in Tehran.
The headquarters may be transferred to another city or to another country, if circumstances warrant this, by a decision of the Executive committee, ratified by Congress. (OMIT)
Correspondence, Regulations, protocols and minutes of all kinds shall be written exclusively in Farsi and English. Similarly, all debates shall be conducted in these two languages.
However, Arabic, German, French, Spanish, French and Russian are also considered as official working languages when accompanied by written and verbal translation in Farsi and English provided by the reporter concerned. However, if there is disagreement on the interpretation of the Constitution, Rules and Regulations, the Farsi and English text alone shall be authentic.
The emblem of the Federation, which is reproduced on a white background on its flag, represents athletes practicing Traditional Zurkhaneh Sport and bears the IZSF title.
The name IZSF, the flag, the symbol, the emblem and the IZSF anthem are also IZSF’s exclusive property. Championships and Cups for all age groups are also IZSF's property, as are the audio-visual, video and internet rights which accompany them. Any use and reproduction for commercial purposes without IZSF's agreement is forbidden.

ARTICLE 6- Financial Affairs
 a) RESOURCES, SUBSCRIPTIONS, DUES AND FEES

The various contributions, dues or fees payable to the IZSF, the sums, terms of payment and methods of collection of which are established in the Financial Regulations, include in particular:
    annual membership fee
    license stamps of all kinds
    sponsors
    television and advertising rights
    sponsors
    organization fees: championships, international meets
    referees' course fees (candidates and upgrading)
    penalty fees and fines of all kinds
    income from selling any goods e.g. Clothes, Logos, Flags and funds created in  
Exceptional circumstances
    Income from funding and investment, Chivalrous ceremony “Golrizan”, gifts and banquets.
    Receiving donation from governments and non governments sponsors without intervention in IZSF matters. (add)
    Once paid, and unless an obvious error has been made, the various subscriptions, dues, fees, fines and penalties, bequests and gifts become the property of the IZSF and can not be refunded under any circumstances whatever. (omit)
b) Account opening and method of doing expenses
Opening Account is authorized with the joint signature of President and Secretary General and the signature of Comptroller.
withdrawing from account is authorized with one of the signatures of President or Secretary General and the fixed signature of Comptroller.
President or Secretary General is responsible for recognizing and doing the expenses.
Comptroller is responsible for saving, editing and reporting the Financial
Affairs under the supervision of Secretary General.

Article 11 - VOTING POWER AND PROXY
Each affiliated country whose membership has been officially accepted by IZSF is entitled to one vote provided that upon the approval of the IZSF president it is up to date with the payment of its dues to the IZSF and is present at the Congress.
The IZSF Executive committee members have the right to one vote which may not be delegated.
The Honorary President does not take part in the vote.
The Congress may grant the title of Honorary President or Honorary member to important individuals for services given to the Federation.
Nominations must be submitted by the Executive committee. The Honorary President and the honorary members are authorized to attend the Congress, without any right to vote, but with a consultative right.
A NF not attending the congress may delegate authority of Proxy to another NF or on Executive Members. (ADD)
Chapter III - THE SECRETARY GENERAL AND THE TREASURER

ARTICLE 25 - NOMINATION, RESPONSIBILITY AND COMPETENCE
1. The Secretary General:
The Secretary General is nominated from the members of the IZSF Executive Committee at the President's suggestion.
However, the IZSF Executive Committee may decide to choose a Secretary General outside its members.
His mandate lasts four years and is renewable. The Secretary General seconds the President in the leading and running of the IZSF and assumes the responsibility of secretary of Executive Committee and Congress meetings. He draws up the minutes. After receiving approval from the President, he can sanction IZSF expenditure. The President may assign part of his the financial responsibilities to the Secretary General.
 The Secretary General is responsible for the smooth running of the IZSF Secretariat and accomplishes all the tasks which the IZSF President or the IZSF Executive committee gives him. He is responsible for relations with the Continental Federations, the Commissions, the working groups, the National Federations, other bodies or individuals, etc. under the direction of the IZSF President.
To fulfill his duties, the Secretary General shall be entitled to be reimbursed for traveling, hotel and representation expenses, and to receive an allowance for his work fixed by the IZSF President.
2. The Treasurer:
The treasurer is responsible to observe the IZSF maintaining properties and Financial matters and preparing the annual budget draft and annual financial performance report (in cooperation with the Secretary General) for submitting to the Bureau. (ADD)

6.    Membership Fee
Not paying the membership fee from Members to IZSF, which is creating some problems in IZSF financial reports was studied by GA and finally the GA Fully Authorized Bureau to suspend the membership of those members which won’t pay their membership fee until 30.12.2011 or introduce them to executive committee to apply item a, article 7 of IZSF Statues for membership loss.
According to Article 7 of the IZSF Statues the following items were approved:
1. Te GA appreciated IZSF President, Secretary General and treasurer for their kind efforts and full support of IZSF.
2. Budget Draft of 2011~2012, presented by IZSF Treasurer which was approved in IZSF Bureau in Tehran and IZSF EC Meeting on 29th July 2011 in Dhaka, was studied and approved.
3. The Financial Report of 2008~2009, 2009~2010, 2010~2011, presented by IZSF treasurer which was approved in IZSF bureau in Tehran and IZSF EC Meeting on 29th July 2011 in Dhaka, was investigated and approved.
4. The comments on IZSF Statues which was suggested by IZSF Executive Committee were approved.
5. Affiliations of following Countries as new members were approved:
Turkey, Georgia, Estonia, Latvia, Poland, Russia, Finland, Slovakia, Kenya, Zimbabwe, Tanzania
6. The GA Fully Authorized Bureau to suspend the membership of those members which won’t pay their membership fee until 30.12.2011 or introduce them to executive committee to apply item a, article 7 of IZSF Statues for membership loss.
7. The IZSF 2011~2012 Calendar were approved.
